Load management is expected to become a critical function in the emerging electricity scenario, and utilities can implement this function themselves or use a third-party service provider. This paper proposes utilising the principle behind Perform, Achieve and Trade (PAT) Scheme to issue Load Management Certificates (LMCerts), which can provide targets to utilities for load management as per requirements based on the scheduling of supply and consumption of energy into the grid the next day. LM Certs can be traded in power markets with similar arrangements as RECs or EScerts. If the utility remains short of the target, then it has to buy the equivalent amount of LMCerts.
