Technology start-ups across the country have begun to aggregate privately-owned buses to provide transport services.This paper attempts to understand the various regulatory, economic and social considerations presented by the aggregator model to serve as the basis for further research on the impact of the aggregator model in an urban context. Through an assessment of current operations, the paper acknowledges that aggregators need to be regulated and a level playing field needs to be created.
