Coal-based power has enough flexibility to integrate renewables in a cost-effective manner, but, as operated today, that flexibility remains largely underutilized. The objective of this paper is to trigger ideas around the policy, market, and regulatory structures that will help the operators of coal-based power plants to allow for the flexibility required for the effective integration of all types of resources with the grid.
