This paper reviews the existing measures taken by the government to improve utility finances and uses a financial model to evaluate the impact of DSM implementation on the financial health of discoms. Using data from Maharashtra, Haryana, Andhra Pradesh, Gujarat, UP and Pondicherry, the paper analyses the impact of DSM programs on discom finances to assess if there are changes in the consumer mix.
